Update of IEC Standard 61000-2-9 Describing the HEMP Environment
Abstract
This presentation describes the update of IEC Standard 61000-2-9 that describes the high-altitude electromagnetic pulse (HEMP) radiated environment produced at the earth’s surface. Time waveforms are presented for the early-time, intermediate-time and late-time portions of the complete environment. Edition 1 of this standard was published in 1996.
Due to new published information and also the desire to indicate more than the worst-case environments of the HEMP waveform for commercial applications, it was decided to update edition 1 with additional information. Aspects that are included in this update include: more information on the variability of the early-time HEMP on the earth’s surface; the inclusion of a second worst-case early-time waveform based on the quotient of exponentials (QEXP) waveform for coupling in the higher frequency range; and also a new magnetic field waveform for the late-time HEMP, including information on how to derive the electric field for coupling to long lines.
Biography
Dr. William A. Radasky, is Member of the U.S. Academy of Engineering, IEEE Life Fellow,
Dr. Radasky has worked in the field of high power electromagnetic (HPEM) applications for many years including studies of electromagnetic pulse (EMP) and intentional electromagnetic interference (IEMI), with emphasis on the protection of the electric power grids. He was Chairman of IEC SC 77C for 25 years and the Chairman of IEC ACEC for 12 years. He has published over 590 reports, papers and articles dealing with high power electromagnetic transient environments, effects, protection and standards. Dr. Radasky was awarded the Lord Kelvin Medal in Seoul, South Korea by the IEC for exceptional service in the development of international standards in 2004. He was also awarded the IEEE emc Society’s Richard R. Stoddart Award for “Fundamental contributions to the understanding of high power electromagnetics (HPEM) and intentional electromagnetic interference (IEMI)” in 2018. He was elected to the U.S. National Academy of Engineering in 2021 for “Leadership in the development and application of electromagnetic transient disturbance and protection standards for national security and commercial systems”.

Superdirective Compact Antennas and Arrays
Abstract
A variety of metamaterial-inspired, near-field resonant parasitic (NFRP), electrically small antennas have been developed that are efficient and exhibit higher directivities along with multifunctional performance and enhanced bandwidths. Their engineering has been achieved by combining multiple NFRP elements with simple driven radiators. Originally, their higher directivity was obtained by simultaneously exciting balanced electric and magnetic NFRP elements, leading, for example, to endfire and broadside radiating Huygens dipole antennas (HDAs). A variety of these basic unidirectional mixed-multipole antennas (UMMAs) have been fabricated and tested to confirm their attractive properties. Several basic UMMA systems will be reviewed briefly.
Nonetheless, even more highly directive antenna systems are in demand to address the perceived needs of the NextG / XG wireless systems and their applications. Practical alternatives to complex, power-hungry phased arrays are truly desired. Recently, multipole engineering has led to the development of superdirective UMMAs, i.e., their enhanced directivity performance arises from designed combinations of higher order electric and magnetic multipoles. The latest compact, superdirective UMMA systems, including measured prototypes, and their exceptional performance characteristics will be described. They include not only single-port compact antennas, but also linear endfire and broadside-radiating arrays and circular arrays with both omnidirectional (360?) and sector coverage of the azimuthal plane. These research advances further substantiate the evolving paradigm that practical superdirective systems are achievable.
Biography
Richard W. Ziolkowski received (magna cum laude) the B. Sc. degree (Hons.) in physics from Brown University, Providence, RI, USA, in 1974; the M.S. and Ph.D. degrees in physics from the University of Illinois at Urbana-Champaign, Urbana, IL, USA, in 1975 and 1980, respectively; and an Honorary Doctorate degree from the Technical University of Denmark, Kongens Lyngby, Denmark in 2012.
He is currently a Professor Emeritus with the Department of Electrical and Computer Engineering at the University of Arizona, Tucson, AZ, USA. He was a Litton Industries John M. Leonis Distinguished Professor in the College of Engineering as well as a Professor in the College of Optical Sciences until his retirement in 2018. He was also a Distinguished Professor in the Global Big Data Technologies Centre in the Faculty of Engineering and Information Technologies (FEIT) at the University of Technology Sydney, Ultimo NSW Australia from 2016 until 2023. He was the Computational Electronics and Electromagnetics Thrust Area Leader with the Engineering Research Division of the Lawrence Livermore National Laboratory before joining The University of Arizona in 1990.
Prof. Ziolkowski was the recipient of the 2019 IEEE Electromagnetics Award (IEEE Technical Field Award). He is an IEEE Life Fellow as well as a Fellow of OPTICA (previously the Optical Society of America, OSA) and the American Physical Society (APS). He was the 2014-2015 Fulbright Distinguished Chair in Advanced Science and Technology (sponsored by DSTO, the Australian Defence Science and Technology Organisation). He served as the President of the IEEE Antennas and Propagation Society (AP-S) in 2005 and has had many other AP-S leadership roles. He is also actively involved with the International Union of Radio Science (URSI) and the European Association on Antennas and Propagation (EurAAP). He is the co-Editor of the best-selling 2006 IEEE-Wiley book, Metamaterials: Physics and Engineering Explorations, as well as an author and co-Editor of the recent Wiley-IEEE Press books: Advanced Antenna Array Engineering for 6G and Beyond Wireless Communications (2022) and Antenna and Array Technologies for Future Wireless Ecosystems (2022), respectively.
